(National Emergency):
President Benigno Aquino III declared a state of national calamity on November 11, 2013, as Typhoon Haiyan (Yolanda) left a trail of devastation across the Philippines. While Leyte and Samar
suffered the worst impacts, the storm also struck Oriental Mindoro with deadly force, though with less international attention.
Calapan City is taking a bold leap toward sustainability with its
groundbreaking prohibition on non-biodegradable plastic bags and
styrofoam containers, set to take effect this July. The pioneering
ordinance, officially titled "Ordinance Prohibiting the Use and Sale
of Non-Biodegradable Plastic Bags and Styrofoams as Bagging
and Packaging Materials for Dry and Wet Goods," represents one
of Oriental Mindoro's most ambitious environmental protection
measures to date.
This sweeping regulation requires all public and private markets,
retailers, and food establishments to completely transition to
biodegradable packaging alternatives. The ban specifically targets
the most problematic single-use items - plastic shopping bags and
styrofoam food containers - which currently account for nearly 40%
of the city's non-recyclable waste and frequently clog drainage
systems during monsoon seasons.

based Participatory Action Research (CPAR), matagumpay ang naging
Malaysia, Singapore, China, at Japan.
aquaculture.
